Which dept. of county government would best field an inquiry about when my street is getting plowed?

Public Works. It will depend on where you are. Some Counties are the County Highway Department.
Right now the plows are struggling to keep up with the main roads. They probably won't even begin to do subdivisions until tomorrow PM if not Monday. Inside an HOA type development it's on the HOA to plow.
Numbered roads are generally the responsibility of the state while named roads are County.
You're in for a wait.

They have priorities and they almost never deviate from them. Residential side streets are last on the list. Main roads and highways, hospitals, police stations, streets that important people live on and major shopping centers all come first. I wouldn't call and bug them. It's a good way to make sure your street is plowed last.

He's here! Over 48 hours after the snow started sticking, the plow is here!

Of course, the HOA still has to get the alleys plowed before I can go anywhere.

Forecast changed today. Freezing rain in extreme Southern MD and the Eastern Shore, 3 to 6 on snow up through southern PG, 6 to 12 northern PG and points north.
