A note in a bottle thrown into this ocean; hoping to locate intellectually secure leaders in Fall River that can think for themselves, and know that good ideas don't typically come from conventional sources.

If you know of someone who fits that description please inform. I'm a thinker/creator/innovator, not your average bear, as Yogi might say. I've made a limited attempt to find among the nominal leadership of the city someone who is capable of grasping outside the box thinking.

99% of typical leadership are either intellectually incapable of handling non-conventional thinking or are far too corrupt to pursue anything that is not directly beneficial to them.

I see good people in Fall River, but being well intended is not enough in this case. There are tremendous opportunities I'd like to pursue for the city, but without the support of its leadership it can never happen.

I'll personally appreciate your help, but moreover you may very well enable a historic change of fortune for Fall River in the process.
