Take the second half of the 1990s decade,an "A" decade in Massachusetts.
Residents in the Roxbury neighborhood of Boston were saying[in the second half of the 1990s "A" decade and as covered in Boston Globe articles], crime had gone down to such low levels, residents felt good about their neighborhood and even felt safe taking a walk in their Roxbury neighborhood. The term "Renaissance" was being applied to the Boston neighborhood.
By 2001 violent crime in Roxbury returned. The "Renaissance" over.

Other examples of the 1990s decade,an "A" decade in Massachusetts.
There was a big movement to cut State fees; Registry fees for, licences, excise taxes and other state fees were reduced.
Workfare replaced Welfare in the 1990s "A" decade. State programs to get Welfare recipients back into the workforce were introduced. In the "B" decade of 2000-2010,the number of Massachusetts Welfare recipients DROPPED. But then began to rise again in the 2010"C+" decade

It seems to me that the Boston area is thriving and MA is doing much better than many other parts of the country.

I appreciate that WROR (the OP) provided SOME stats, but they may be cherry-picked. How about things like overall unemployment, college grad rates, high school dropout rates, life satisfaction, etc., etc.?
