cut off dates (Billerica, Chelmsford: home, public schools, kindergarten)

Can someone tell me wat the cut off dates for kindergarten are in Chelmsford and Billerica? And also how are the schools in these cities?

All students new to Chelmsford Public Schools must register at the child’s home school. Children entering kindergarten must be five years of age on or before October 1 of the year in which he/she is to enter kindergarten.

Billerica Public Schools' Kindergarten. All children must be age five (5) on or before August 31, 2008 in order to attend the Billerica Public Schools' Kindergarten next Fall.
