Is there a way to find out the property owner contact? thanks

Go to the town hall and look for the tax records department. Have the street number or approximate location of an undeveloped property. The clerk there will look up the info and give you a copy for a small fee.

All this information may be in the town's annual report which will have information on where every resistered voter lives, who else lives with them, the tax they paid on the realestate they own, the exact amount of compensation every town employee earns and lots of other information. You have to pay a small fee, but this should be readily available.
