Default Utility Costs Question

My friend recently just inherited a duplex from his grandfather in Melrose who was owner occupying a unit and the other unit was vacant. Now both units are vacant and he is planning to rent both out to 3 roommates. They are both 3/1's with about 1400 sq ft each.

Obviously utility costs can vary based on the person in the unit but what is the average utility cost for this situation? My guess was about 7k a year, 100 per month per person.

The reason he wants to know this is to know if it is better to rent the units with utilities paid for at a certain price or w/o at another price...

Your best bet is to call the utility companies. They can give you the high, low and average over the course of a 12 month period.
