since nobody has answered, I'll bite. It's not Houghs Neck that is the issue, it's nearby "Germantown", the designated "bad area" of Quincy. I could be wrong, but I think that's where most of the city's public housing is. I drove around the area a few years ago, just out of curiosity. I remember Germantown feeling grungy, where Houghs Neck was nice, being on the water and all. Somebody who knows better can correct me, but this is my perception.

Sounds like snobbery's in effect, since the farther out Sea St you go the less money there is. In the early to mid-20th Century "Da Neck" was dotted with fishing camps and small seasonal cottages which were used by working-class Irish-American families from Dorchester, JP, Southie, etc. The cottages have long since been either torn down or winterized. But there's still an unmistakable blue-collar feel to the area.
A very similar nook of Quincy is the Squantum neighborhood, also at the end of a peninsula but a tad bit more middle-class and well-established. Your snooty co-worker would approve.
