    " Cape Coral City Manager Gary King wants to know where $1.6 million worth of city services went.
    The report shows that most of the work was not done for three of their services, including canal dredging, exotic tree removal and street sweeping.
    The consultants estimate 1,327 hours of canal dredging was completed over a three-year period, not the 3,944 hours reported."
