You could get a studio in Uptown Square in that price range, but it will be hard to find something decent otherwise. You should look at older duplexes in Midtown. You can find a good deal in a decent older neighborhood.

Just beware of where they are in midtown. "midtown" includes some very bad areas here and there. Thus, the super cheap prices that you may find.
And before you ask, it is impossible to generalize "bad" areas of Midtown. If you find a specific address, you can post on here and people can give opinions.

I looked back and didn't see anyone mention anything bad about South Bluffs.

South Bluffs should be fine. They are around where all the new condos are being built, lots of construcion around there

i saw some duplexes on kent rd. and others on monroe and stonewall and n. willett. any info on those street locations?

It depends where on each of those streets. It can go from good to bad in a matter of a block. do you know the intersection or address?
