I would steer you to live very near campus, the campus is the safest University campus in Tennessee. You can definitely find friends easily there and also might even go out at night again. The commute would be nonexistent so you would nt have to worry about gas prices because you could get a bike and ride to class. If you worry about crime all the time you will appear to be vulnerable and then in turn possibly be a victim of crime. The campus is large and there is a lot of housing around campus that you could find in your price range.

I think maybe he's referring to U of M, but UT Martin was actually ranked the safest campus in the state.

I would never consider U of M to be a safe campus. I'd actually consider it just the opposite, pretty unsafe as far as campuses go (although, I don't know what the other campuses here in TN are like).
One reason for it being "safe" might be that the campus is rather small and has little student housing, so a lot of crime happens "off" campus as compared to other large schools like UT-Knoxville.

The U of M is relatively safe per the 'numbers' -- that primarily due to the fact that the U of M is a commuter campus. Only 2,000 or so of the schools 20,000+ students live on campus.

Review these and get back to me!! The size of the campus is actually about 1200 acres which is the area that the University Police are responsible for. When you say larger schools i think you are meaning the # of students not the land area. correct?

Memphis concerns
Moving anywhere is a big deal. If security is your biggest concern, look at secured properties. Crime can and does happen anywhere, but secured properties...both building and parking... can help set your mind at ease. For some reason, many people in Memphis like to dog the city. They don't want to leave but they tell everyone that will listen how much they hate living there...I don't get it. Anyway, good luck.

living in Memphis
Well, well, well. I've lived in Memphis for two years and my neighbors house has been broken into twice, our builder, Sterling Homes has not done his call back repairs, I haven't been able to make any aquaintances, there are murders almost every night, school system is a mess, politics are dirty, and most people are satisfied with the way things are.
