To enter Mexico, you will need either a valid passport or your original birth certificate along with a valid photo ID such as a drivers license. Citizens other than U.S. or Canadian may have other requirements such as a visa.If you are entering Mexico by any means other than airlines or cruise ship (see below) and staying for over 72 hours and/or traveling more than 20 miles beyond the border, you will need a Tourist Card.

Wonders never cease to exist. I have liveed 29 miles south of the border in Mexico for 14 yrs and have NEVER needed a TOURIST CARD. Wonder where the OP got their current misinformation? Official data may say a tourist card is needed but not enforced to my knowledge. The area to south of Ensenada is TOURIST CARD free. Going past Guerrero Negro going southward is the Immigration/Customs where a Visa/etc is needed. Just check out the traffic flow (US plate cars) towards Mexico any day of the week...doubt many have the TOURIST CARD if any.

Ask anyone living here for a comparison answer.

I guess this is backlash for America's treatment of Mexican citizens. It's known as reciprocity. You mistreat their citizens they will mistreat yours.
