I don't think most Mexicans can afford private health care in the USA -- healthcare is much more expensive for those who pay for it in the USA than it is in Mexico.
I know a guy from Mexico who isn't on Medicaid because he's not here legally and doesn't have children here and he has to pay $80 for the same medications in the USA that he can get for $30 back home, and the doctor visit is much more affordable back home.
For paying patients -- rich or poor, Mexico's health care is much much more affordable.
If the US would do away with insurance, both government and private, and have consumers pay for most of their care out of pocket, our health care would be a lot more affordable, too.
In the U.S., if one becomes permanently disabled, and the family refuses to care for him, they generally end up on Medicaid, placed in a long-term care facility.
In Mexico, what would happen in this case? There are facilities for these people? They get dumped along a curb outside a hospital and they fend for themselves?
I work in a long-term-care facility in the U.S., and have run into a number of Mexican residents, over the years, where, for some reason, the family has abandoned/rejected them. This must happen in their home countries as well, as you can't force a family to take care of them.
A Mexican co-worker claims there's no facilites in Mexico for the abandoned ones. I have a hard time believing that!
