Monterrey is Mexico's third biggest city, it is located in the state of Nuevo Leon, one of the most industrialized, developed and wealthy states of Mexico, a lot of Mexico's strongest firms are there, such as vitro, alfa and ahimsa, Nuevo Leon is located in the north of the country very near the border with the United states, about some 3 hours from Laredo or Mc Allen Tx

It is just like Washington DC. No county. Monterrey is the capital of the state of nuevo leon, therefore no county, just Monterrey.

I will be in Monterrey in January or February for a week on business. I am a small town boy who has traveled very little outside Alaska and Montana... what should I expect? High crime? Do many people speak English? What will the weather be at that time?

I have been seeing more and more about violence against American tourists in Baja. Rape and Robbery. I live in San Diego but only went to Mexico once and wouldnt go again. When you leave America and go across that border--you leave lots of protections behind. The police are not always "your friend". Be careful.

Mexico is a wonderful country, one of the jewels of the world's crown, it's beauty and diversity are uncomparable, people are warm, friendly, peace loving, there is no racism in Mexico and we've never had to fight a war in modern times, once that Mexico wins your heart she'll stay there forever
Don't trust governments, trust God and let that light protect you

Nothing like the two extremes here. There is crime, racisim, corruption, friendliness, peace and beauty in almost all places, including both Mexico and the US.
I cannot comment on Monterrey specifically, and have only been to Mexico once and felt perfectly safe. I rented a car and drove through a few different towns and villages with no issues whatsoever, and no run-ins with shady police. Could that happen...sure it could, but it could also happen right here in my backyard in North Carolina. I saw part of a beautiful country, and can't wait to see more. I already have 2 more trips planned to other parts of Mexico in the near future!
As for your safety, just don't be stupid...take the same precautions you'd take most anywhere. Don't walk around dark suspicious areas alone at night, don't flaunt your "Americanism" (it'll already be obvious you're a gringo), try and speak at least a little Spanish (even if its only "hola", "gracias", and "una cerveza por favor"), and rather than fear the locals, smile and try to get to know them. You'll certainly find that not only is the country beaufiful, but so are its people.

I just didn't go out at night when I was in Mexico. Too many men would come up and say, "Donde esta su esposo?" I hope I said that correct, It means, "Where is your husband?" And then they would follow us. One guy ran past us and slapped me on the behind. So I learned to not go out at night. Men were different during the day, but at night they think you are a loose woman.

Mexico has it's beauty -- but I would not like to live where I could not go out at night -- or any time I wished.
I enjoyed traveling around Mexico - but the high fences, barbed wire and broken glass, iron bars on windows told me that it isn't really all that safe. Homes tended to look like fortresses. There's a lot to do and see -- but I would miss the old American tradition of big yards and open spaces, camping and so on.
