Queretero is one of the wealthier regions in Mexico. The direction of Puebla is more densely populated, but less wealth.

I meant that it is closer to a light-rail project than to a high speed rail. I think the final length is under 35 miles, and trains will not top 100 mph. Obrascón Huarte Lain (OHL) from Spain was given the first award.

But it sounds like the final project to Toluca will cost close to 2 billion dollars, so the contract price for the true HSR to Queretero of $3.7 billion doesn't sound out of line. Admittedly the high mountains makes the Toluca line more expensive per mile.

BTW, the government paid the Chinese consortium 17 MDD for the cancelled project. Of course, no one will be held accountable.

Mexico government 101 for you.
