Is in Tula Hidalgo were exists another refinery. This is because Mexico City imports almost all the oil from the refinery in DeerPark Texas (joint venture between Pemex & Shell) And they need it another refinery near of Mexico City for transportation costs.

This is also because after much struggle and divisions the energy reform was passed some months ago, Mexico had 30 years without building another refinery, and importing refined oil products costs way too much and benefits other countries instead of this one.
You can expect that more refineries will be built in the future as well.
The number of cars has increased perhaps ten-fold in a couple of decades. Obvioiusly, fuel consumption is up by a similar factor. Unless Mexico is to be dependent on foreign oil (American), they will need intense development of fuel resources, including refining capacity.
Currently, a town of about 10,000 people has probably only one Pemex station, two at the most. Many towns of a thousand people have none within maybe 20 miles. Making motor fuel available to Mexican drivers needs to be a huge crash program, and one of the most difficult challenges facing Mexico. Pemex stations are popping up everywhere, and it seems that about 10% of all Pemex signs have only a construction project on the ground under them so far.
Americans would be astonished to learn how well Mexico is coping with the urgent need to modernize. Besides motor fuel, Mexico expects to have free universal health care on line in the next year or so, and is now gearing up for a plan to have free internet access in every home in Mexico. Americans will look across a border at peple who have cheaper gas, free health care and free internet. I wonder if it will occur to them to wonder "Why can't we do that?"
