Is this similar to NYC's garment district?

No. These are more like Asian import distributors and their customers are local mom and pop retailers, flea markets and international customers from south America. It's not walkable, you won't find known Fashion labels(those you can find in outlets). Do I find them cheap? As a retail purchase some are cheaper, some I find overpriced but wholesale depends on your needs. It's probably not the cheapest place but I'm sure it's convenient for the local retAilers because they can see the merchandise in person and check the quality and colors.

Just don't expect to find huge bargains there. You will probably get luckier at Marshalls or Ross ir at a sales event in Macys. At least the quality will be better.

it's in a relatively unsafe neighborhood although i personally have walked the district itself, which is a strip, and nothing ever happened. there are a few streets which are walkable. if hot dog vendors can hang out there undeterred, it's safe enough to attract all kinds of pedestrians?

Theirs the fasion district along NW 5 Ave in between NW 22 st.-NW 29 st.

Their also the jewelry district Miami Avenue, NE 2nd Avenue, East Flagler St. and NE 2nd St.

I don't know which one will be more helpful but both places are safe and walkable unless you don't know to carry yourself in a city.

I've only been their once with my aunt. Im a guy so when you say fasion custome jewelry does that mean accessories? I remember seeing many stores for bags and shoes You won't have chinese people coming up to you asking if you want gucci or louie bags.

Here's a street view I found right infornt of a custome jewelry place. I literally drop the little orange guy on the map and it landed infront of it. So I'm sure theirs more hope this all helps.
