As long as there is a demand, there will be a supply.

The powers to be do not want to completely stop smugglers, just control the flow, imagine a whole class of citizens coming out of their drug induced lives and see what is going on? Imagine the funds that the police and prison system would lose? You think any of them want that?

It is. The laws are ridiculous. Law efforcement wastes too much time going after users instead of focusing on producers and distributors. But I'm sure they are afraid of the second group and third group, so it's just easier to send a 40k police officer to arrest a regular citizen than to a actually investigate and gather evidence against the distributors and growers

It's not that I'm defending users but I think this approach does not solve the problem.it just creates more It just overpopulates our jails and gets nothing accomplished. You mix otherwise good citizens with criminals and screw up their record for life with a felony. Look at the Miami Dade crime website, it's full of drug offenses. In the meantime the whole county is full of pot grow houses and everybody knows where to get their drugs Even if you report a grow house they don't do anything. The 40k police officers does show up but since he can't go inside without a warrant, the growers and traffickers still get away with crime.

But the government itself is the main producer and distributor (disguised as other people, of course)
