Maybe instead of red light cameras they should have cameras that capture accidents and then have a panel of people, police, citizens, insurance adjusters, etc. examine the accident to see if it was staged or not.

Sold a PS2 to a guy last year and he was like "why are you selling?" and I told him I need money and he said, "I can help you stage an accident, it's very easy bla bla bla"...and i was like no thanks, he insisted a few times...the guy doesn't even know me and suggested that...what an idiot.
