When I look at an official city map the only part of U.S 1 west of the turnpike that is considered "Cutler Bay" is the mall. That is where I see sketchy, run-down neighborhoods, but they're actually either South Miami Heights or Goulds. The part of U.1. that is considered Cutler Bay (east of the turnpike) looks pretty much like any other part of the city, and then it gets run-down once you get to West Perrine (north).
Also, there are some new areas of Cutler Bay that look like southwest Broward County.
