I wasn't sure about whether or not the express lanes are for Broward commuters only, but someone I know uses the express lanes to get to work every day. Also if you do use the express lanes, you need to buy a Sun Pass, I'm pretty sure a Sun Pass costs $25, but you will save money in the long term, as Sun Pass lanes at toll booths usually will get a discount.

You purcahse Sunpasses at your local Publix (grocery store) and load it with money online. I suggest you do get a sunpass because our wonderful Governor PRICK SCOTT layed off al toll workers and replaced them with machines in order to produce more jobs (go figure). You would use Sunpass on every expressway we have even being charged twice within 1 mile. If you move to North Miami Beach you will most likely be taking I-95 south all the way until the Key Biscayne exit. You would have to drive north to access the I-95 Express lane to go south and it costs about $6 during rush hour each way. Traffic is really bad on I-95 from 7am until 9am and 4pm until 6pm. You'll then have to pay toll to cross the Rickenbaker Causeway to get to Key Biscayne. The Sunpass won't work at this toll plaza.

Oh one more thing to consider. AC use is very expensive here and its needed in the summer jst to prevent your clothing and furniture from getting mold. I own a 3 bedroom house and usually pay over $300 a month in July and August.
