Why not Little Havana? I go down there for baseball games. The new ballpark is driving a lot of activity. Interesting area. It's got character. It's gritty but seems livable and doesn't strike me as all that dangerous. (or to put it another way, there are much more dangerous places in MIA)

$750 is going to be tough any way you look at it but I used this site and it worked well for me. I put 500-750 in the search. Good Luck! I like downtown myself and live on 25th and Biscayne.

North Miami and North Miami Beach are also possibilities and a bit more centrally located than Kendall, although it can also be a bit more sketchy (but sounds like you could deal with this). There's a small art scene in "NoMi" and lots of ethnic restaurants in "NMB," and it's not as cookie-cutter as Kendall, and especially west Kendall, can be. At $750 you won't find anything on the Beach or close to downtown, unless you're extremely lucky or you have roommates. Though for $850 you could probably get a small bare-bones place on the beach (most likely North Beach).
