Just an easy way to ignore the poor/black communities with failing schools. It happens all over America.

The counter-argument to that is that by not letting smaller subdivisions incorproate you are forcing them to subsidize schools and services for which they receive nothing in return. Government's job is not to take money from one set of people and give it to another set of people. That's communism (which eventually fails once the first set of peopel have no money left and have no incentive to make more money since it is just going to be taken away from them anyway).

I have to say that I just drove through Cutler Bay (aka Cutler Ridge) last week and its looking better around the mall. The medians are getting landscaped, the mall entrances are nicely landscaped recently. So I think that Cutler Bay is starting to use their money to improve their city. When areas are part of unincorporated Miami-Dade County they don't have control of their money. Cutler Bay seems to be putting their money since incorporating to use in improving their area. I think this is why many places want to incorporate this way their tax money gets used for their neighborhood not someone elses neighborhood.

Of course. That is why the whole Federalist systme was devised. Keep government as close to the people as possible. Federal government is only supposed to do the few things explicitlyset out in the US constitution. States should only do the things in the state constitution and local government should do the rrest. When "local" government gets too big and is no longer responsible to the people the people seperate and for a closer, smaller government.
