South Florida definitely has the highest number of scams in the country and most originate here.

Cigna won't be offering any Obamacare policies in 2016 due to fraud in S. FL. I think they will be rewriting the terms and offering something new in 2017. The rampant insurance fraud in all categories is a factor in high premium prices down here.

Maybe the "prostitutes" are the hooks, male and female, for the restaurants, clubs and whatever goes on along Ocean Drive?
And there is such a thing as a fake restaurant, we were at one, one of the many with tables on the sidewalk; I suppose you have to be drunk (or worse) or from another civilization to enjoy a meal while hundreds of people walk two inches from you and pause to look at how you chew.
As we went to use the restroom, there was a completely empty building, inside, just two steps from the sidewalk, light fixtures hanging, piles of broken furniture, a long hallway with people just leaning on the wall. The, hmmm, food seemed to be carried in from somewhere else.
And our strong suspicion, the place where my friend's credit card was cloned.
