I will give my standard introduction that I believe a motivated child with parents who are willing to support him will flourish in nearly any public school system. I see very few problems with the Miami-Dade County schools themselves; I just see a problem with some of the students and probably quite a few of the apathetic parents.
With that said, I will tell you what I have heard about the schools in that area. This is "reputation" only; if you want to see some numbers, check out greatschools.net.
Elementary Schools: alright to good
Middle Schools: not a great reputation, but nothing too bad
Southridge High School: bad reputation; lots of middle class and upper middle class parents try to either a) get their kids into Coral Reef or b) try to make up some excuse for their kids to go to Killian or Palmetto. I have heard that lots of kids living in the wealthier sections of Cutler Bay (the far eastern and northern sections of it) go to private school as well (Westminster Christian and Gulliver Prep are the closest ones).

Yeah, your parents' house is located right on the boundary of where the Palmetto district becomes the Killian District (both are considered good). I looked up the intersection and it turns out that it is located within the Palmetto district. This is how I found out this information: Dadeschools.net
You can go to the site above to look up exactly what elementary and middle schools your children would attend in Lakes by the Bay; after you do, go to greatschools.net to see test scores, demographic information, and parent comments about the schools themselves.
