Default Convinient Location for Non-Drivers

So here's the tricky one. We're going to bring down my mother-in-law to Fl when we move (she'll have no family in NY), but she doesn't drive.

Right now she lives in Inwood Manhattan where though it's not the hustle and bustle of downtown, she has her doctors close by, supermarkets, stores and parks.

Is there such a place in Ft Lauderdale or Miami?

Or even a place with a semi-reliable bus system that can get her around when we can't drive her?

Areas with Spanish speaking residents are fine, she's bilingual.

Miami has many more places for non-drivers than FLL. I'd look into Downtown or Brickell. Both have a great public transit system with a Metro station at nearly every 2 blocks or so. It also has good connectivity with the rest of the city. It's very urban though and with only apartments/condos.

Coconut Grove and Coral Gables are nice with good transit. You can get to the Metro easily, but you might need a car for certain places, like going to the doctor, but maybe the office has a bus station nearby. Most areas around there are covered by the bus. South Beach doesn't have Metro access, but it has a good bus system. It's urban and very busy though, so if she wants quiet, stay away from South Beach. IMO, Downtown or Brickell are your best bets.

The noisy parts of South beach are from Washington Ave. to Ocean Dr. I live on West Ave. It's plenty quiet west of Alton Rd., especially if you live on a high floor. Stay away from the Flamingo, though.
