No, I don't have the source.
I know people that experienced the problem.
You should contact any US Embassy abroad, they are the ones that implement the law.
I'm talking about more than 10 years ago, maybe the law has changed.
In fact, they law now is far more lenient than 15 years ago when you could only be American (I'm not entirely sure).
