A Chicago radio station just reported that "Chicago Code" has been canceled after a short run (much to the chagrin of its residents who, like Detroiters, enjoyed seeing their city on TV). I want to follow the opinions of the critics to see if the networks are canceling good, well-written shows without giving them a fair chance.

apparently Detroit 1-8-7 is cancelled too....
If its not NY or LA apparently Hollywood doesn't think its worthwhile

Well, Hollywood went to the expense of producing the show, but apparently if it doesn't get immediate high ratings it must be canceled. So the problem is either A) the audience preferences for content ("dancing" more popular), or B) the ratings "system" itself (a show must be no.1 or close to it), or C) bad programming decisions (wrong time slots, advertisers don't fit the shows demographic, wrong lead-in shows). I'm no expert, but it doesn't seem to be a quality issue.
