Can anyone tell me what life is like in Holland?

As a Saginaw Valley dweller, I'm used to really dull landscapes, stagnant economic conditions and general blandness. I'm a big fan of Traverse City, Charlevoix and Petoskey in the summer, but I'm not a big fan of their general isolation and small size. I'm looking for a mid-size (30,000-60,000) city with water and beautiful scenery. Does Holland fit the bill?

Is it more like the northwestern towns or more like run-down Muskegon?

I lived in Holland for four years. I've never been to any of the towns you mentioned except Muskegon, but in the summer and fall, Holland has beautiful scenery. The downtown is lovely, and not rundown as Muskegon is. Population is on the lower end of your range, at around 34,000 people.
