Default More Jobs for Downriver Area

I need some help here.
I've been working in Europe for the last 24 years and for the last 10 I have been working for a German construction company. The company is very successful in europe (east and west), Russia, China, Middle East. One of the reasons they are so successful is that they have complete solutions for major commercial projects (hotels, airports, stadiums, hospitals, the list goes on and on, and they manufactor their own products, (ceilings, partitions, facades, industrial insullation, etc.). The point is that they have a small office in Atlanta Ga. where they have not made a noticible impact on their turn overs. The CEO's have decided to invest in an expansion but only if they can find a practical and lucrative location for a factory.
Now I think personally that the downriver area of Michigan would be perfect seeing as that there must be abandoned factories and there are certainly enough people looking for work. I’m not talking about 100 or 200 jobs here but a real build up that would be producing in Michigan and supplying there entire US market maybe even Canada. Does anyone out there have any idea or any brochures, documents, facts (taxes, wages, etc.) that can be used to convince them to do this in Michigan?
This could really be a big plus for us.

Contact the Cities of Ecorse, Wyandotte, Trenton, and Taylor. Maybe Dearborn too. They may have some information available.
