I know there are a lot of houses for sale in Kalamazoo, near Western. Unless you like loud neighbors throwing parties at all hours of the night, don't live too close to the school. Portage, Paw Paw, Mattawan, Galesburg, and Schoolcraft are all nice areas within a reasonable drive to Western (10-20 minutes). If you don't mind a lttle longer of a commute (30-45 minutes), then Three Rivers, Constantine, Mendon, and Marcellus are great small towns to live in, and there are a lot of homes for sale there, too. If you have to live in Kalamazoo, then stay on the south side of town (Westnege Hill, Winchell) or the west side (Oshtemo, Westwood).

As far as tuition goes, you will NOT find cheaper tuition outside of State Universities. These include NMU which I previously mentioned, and Western which the OP mentioned.
I don't know if we're allowed to link stuff on this site, but here's NMU's tuition:

keep in mind that is for the whole YEAR, not per semester. So technically if you are in-state resident, you would only pay about $3500 for 12-18 credits. Of course there are other schools in other states that are even cheaper than that. Some may find these rates expensive, but for what you get in return – a hopefully viable degree upon graduation – it works out pretty nicely in the end.
I've known a few people who graduated from Western and they all thought it was a good school for their major.
As for help for good grades, most universities have scholarships. Some scholarships do not look solely at grades, but also at activities outside of school – such as involvement in volunteering, and other past achievements.
Btw do you currently live in Michigan?

Now, if you're only talking about Mining Engineering, Tech would go on top. That's at least as I see it, considering such factors as reputation, facilities, financial support, etc.

As a grad of MSU's engineering school, I would second this. U-M tends to get most of the "glory" as far as reputation goes, mostly due to their top-notch graduate programs and research. But MSU does have a very good and reputable engineering school, particularly in the disciplines of agricultural, civil, environmental, and chemical/MSM. Click here for more info:
