As we got here in July of 2008, I can't speak to before we got here. There are a lot of empty storefronts on Main Street-- of which some can be attributed to flooding and not rebuilding. But since we've been here, things have come and gone. So I can't say there is a ton of lasting effects after the floods.
Again, here in Findlay there are predictable flood patterns, and so if they know that the river will crest at x level, then the following streets will get standing water. If x+1 the first group plus the next group will get it.
We live in a pretty fancy sub with a pond in our backyard. In the late winter/early spring we had a flood that brought the water about 12-15 feet closer to our house, but it was still a long way away from our walk-put basement. But at the height of the river cresting there were streets that were closed and school was closed because of the inability of bus travel.
