I guess I'd have to ask what you're looking for in a neighborhood? There are some parts of each city that have something to offer, but it depends on your lifestyle.
Anyone who has read any of my other posts already knows how much I love living in Ferndale. We have a small but fun downtown with a variety of restaurants, bars, and shops. We're VERY close to both I-696 and I-75 so it's very quick to get anywhere (you could really say the same for Hazel Park and Madison Heights though). It's a fun town, very walkable, lots of cool people and cute little bungalows everywhere you look. I think/hope the area west of Woodward will increase in value eventually! Possibly the rest too. The only caveat that I know of is that I hear the schools aren't very good, so if you have kids that might be something to look into (I don't have kids, so it doesn't bother me).
I don't know a ton about the other areas; they don't have really cohesive downtowns so the shopping and amenities are a bit more spread out. To me they seem a bit more industrial with some family neighborhoods, not as "cute" or walkable but definitely quite affordable. I used to work in Southfield but that was MANY years ago...have only driven through or gone over for lunch in the last few months. They have some nice spots and a lot of restaurants and retail, also spread out with no discernible downtown, but they do have some areas that are a bit rundown and not as pleasant. Like anywhere else, you'd need to make sure you got into a neighborhood where you feel comfortable.
