Would dress shoes + khaki dress pants + nice oxford be good enough?

If it is the same as the chop house in ann arbor I would say that is fine.

I usually go business casual, ie dockers and a pull over and at most a dress shirt. I never bother with a jacket.

That is probably the lower end of the dress code. I have seen jeans but they are usually supplemented with a nice shirt/coat/shoes etc.

One place said they prefer ties and I get there and see people in jeans and polos. nice.

There will be a lot of people there in jackets. Not required, but depends on how you'd feel in that situation. I always say you can never be overdressed for a nice restaurant.
