They need to start at the top in the pentagon and work down from there....

What they are doing is looking at clearing out the chief ranks so younger sailors can be promoted which is good, the problem is the majority of the people they are going to get rid of are good sailors and until the last 2 years would have been allowed to stay until 30.

Someone who 5 years ago was squared away but had a dui or a mast when he was in his first enlistment will now be given the boot as an enlisted sailor. However as an officer you can be convicted of crimes against humanity and cruelty "Holly Graf" and the Navy will find a place to hide you until people forget and then promote you to flag...

I served with an E5 with 22 years, and he came by it honest, he was dumber than a box of rocks. Even then the Navy was looking at move up or move out time frames, and he either had to make E6 or would not be allowed to re-up (this was late 60's). I made E5 in two years, and it really chapped this guys butt. I heard he did eventually pass the fleet exam and made E6 about a year after I got off the ship.

if they did start withthe Pentagon, all that would happen is the ones forced to retire would get their jobs changed over to a GS-rating and get another gov't check on top of their retirement (and that goes for officer and enlisted)

I see no problem with trimming the fat from the enlisted corps, but only if the officer corps is scrutinized as well. The Navy already has as Admiral/ship ratio that's blown way out of proportion since WWII, so attention needs to be given in more areas than one.

That used to be called "Operation Bottom Blow" They'd dump the fat guys and the 10yr E4's, etc.....
