Anyone ever "swaped" bases?

My husband and I (Navy) have been looking for someone to swap with me to come to Norfolk, and I go to Florida. He basically told him it would be impossible to do. I refuse to believe that no one out there wants to move to the east coast to be closer to family, home, etc...I'm just not sure how we find that individual to swap with.
