All services provide a mandatory transition workshop for separating individuals. He attended it before he got out. Some posts are better than others and at best it is pretty generic. Either way, everyone that separates from the military should have learned a few life skills while they were in and finding jobs should not be overly difficult.
That said, the same issues that kept him from being promoted in the military, especially as a medic, will hold him back in the real world.

No need for PMs - there are those who do not get the "mandatory transition workshop" and other mandatory assistance and receive retirement pay and benefits with honorable discharges.
Aside from personal experience - I work with a lot of veterans to get them integrated into the civilian work force.

It is a DOD wide mandated requirement.
Any that do not either got kicked out and did the hand wave desk side this is life after the military flip book, separated before it was a federal requirement, did the online course, were guard/reserve and already had a job, or fell into some loophole where you could waive that option.
ACAP, SFL-TAP, and whatever name it may go by is something that no leader needs to worry about forcing someone to go as it is a requirement, but beyond that-people just sign themselves up for and it happens. That and timeliness is tracked pretty heavily.
