This is not a guess as I was involved in the recoding effort for a branch. All Officer coding and Enlisted coding was changed to be identical and standardized on one code, and in every case I can think of, enlisted codes were converged on officer codes. 15 = Aviation branch for Officers (the *term* is Aviation, the numeric code is 15), so all aviation Enlisted coding for MOSes was moved to be some variation of 15.
Signal Branch is 25. Thus, all signal Enlisted coding is moving to 25.
You get some weird ones like 'electronic maintenance'-signal, or ordnance? But generally, the pattern holds up quite well. Only time will tell if it will stay or get changed back.
It doesn't mean the training necessarily got changed-in a high-tech field like Signal, it probably did to keep up with the newest equipment and doctrine, but when 77F (Petroleum) went to 92F, the training didn't change just because of the recoding-the equipment and doctrine hadn't yet changed enough to require a major redo of the course.
