Well... If the Aghan public start to feel some pride in the forces and the people in them respond to that the maybe (hopefully) my scepticism will be proved unfounded.

They need to praise and trust them. I know the Information and PSYOPS Operations sections at IJC and ISAF put a lot of effort in positive messaging. Obviously for recruitment purposes but also that they be seen in a positive light and an effective force. If the local populace thinks they are ineffective, then they'll always be afraid to stand up against the Taliban.
