None of the above. USCG Academy Cadet. 4th class, I think.
The photo was taken from a U.S. Navy pea coat, from the U.S. Naval Clothing Depot.
The owner of the coat can not be asked, nor can any of their family members because they are not known.
There is a service number on the tag but it was written with a felt pen and the ink spread.
It looks like 2563-076. But that may not be correct. I can hardly make out the numbers.
Maybe something to do with a sea cadet, but that's no officer ANYTHING.
PS ... I was once stationed with a girl who'd attached any badge she could to her pea coat. She wouldn't wear it on base or with her uniform, she wore it as part of her civilian wardrobe, so that patch doesn't have to mean anything.
The Coast Guard (1941-1945) uniform coat also continued to have the national shield placed above the sleeve rank stripes.
No stripes on the coat though.
Yep, since 1920, this Coast Guard Distinguishing Mark, a 1" shield, is to be worn between the cuff and elbow on the right sleeve of all enlisted members. Arrrr!
