You are correct; the army didn't have a qualification ribbon. The chances of a single ribbon being anything other than a theater/campaign ribbon are pretty slim.

My guess is a buck private with the 80th Infantry Division. Any way you can post a better picture so I can identify the ribbon? The circular brass collar insignia would also have a symbol that designates what he did in the army.
