Drafted: 2 years active duty
regular enlistment: 3 (or more) years active duty
Total obligation: 6 years, IIRC, active duty plus reserve time, either active (drilling reservist) or inactive (no drills).
I never heard of 1 year active and 2 years reserve.
I would have to see some paperwork to verify that.
Is that even possible? I thought you had to be in the Army got 4 years?
Perhaps his basic and AIT totaled a year then he went back to his reserve unit? In that case he enlisted for (probably 6 years) in the reserves but everyone who goes to boot camp and AIT (job training) is on some sort of "active duty" orders. That could account for the year. In which case he would then finish out the rest of his contracted time as a drilling reservist (weekend a month two weeks a year).
The Air Force has a program called Palace Chase where an active duty person can transfer to the Guard. I think in the Army its a more complicated process whereby you'd have to talk to a reserve recruiter and get a DD368 (release from active duty).
What did he say happened when you asked him? Why do you want to know, what happened?
He told me he was in basic then Aberdeen and then Saudi Arabia for 6 months building tanks. This was all in 92 and 93 and end of 93 switched to National Guard?

Oh, could be possible. There was huge military drawdowns during the Clinton years.

That was my first thought.
I saw a few guys who enlisted in the Reserves and who then served between 6 months and a year on Active before going back to the Reserves.

Since he's your husband, isn't there time in his stories to piece his part together and explain better to you? There are guys that discover the "stolen valor" types in under five minutes.
Let's assume he's straightforward and wants to provide some more background so you can better understand his military experiences.
The only thing I can think of -- and there are still some missing pieces -- is that he enlisted for 2 years and was able to separate early.
