I am considering moving overseas, to Italy, but am wondering if I would be able to use the medical facilities at NAS Naples.

If you are a retiree collecting pension you are eligible. It will be handled similar to space available but they will not turn you away. You might just have to wait a little longer. In the ER they will take active soldiers first but will fit you in depending on the severity.
