Enforcing contracts, rules/regs, debt collection etc, that's what courts are for.
courts dont really enforce, they just pass judgement for the LE to enforce.

post industrial would seem to mean by its very wording no more manufacturing base, by that inference you would have severe difficulty in obtaining new equipment for your military units, therefore hampering the scope of what you could do and what you could have an influence on.

There will be a manufacturing base, but it will be more technically-sophisticated. The overwhelming majority of clothing, for example, is now imported, and the advantages of industrialization, however meager at the outset, have found their way into almost every corner of the diminishing Third World. and as this process progresses, the First World's dominance of "higher-tech' manufacturing will diminish.

And the same rules would apply to the (hopefully unnecessary) prospects of resolving conflicts between nation-states via direct confrontation; economic and cyber-warfare replacing conflicts between massed combat units. It beats the whatever out of digging trenches and throwing hand grenades. But a side effect of this might be a correctional system that addresses the least-desirable, but necessary portions of the spectrum of employment with military-modeled discipline.
