As long as the tattoo isn't on the pinky side of her hand so its visable while saluting she is within the rules.
Maybe the recruiter was to lazy to fill out a waiver(if its even needed). I would noit spend hundreds of dollars if I were you.
Look up Army Regulation 670-1. It list the tattoo policy. It clearly states that hers should be fine. The way I read it, the recruiter doesn't have the authority to tell her to remove it. A Lt. Col or above makes the determination on tattoos. Not a Sgt or SSgt.

I'm surprised she was even allowed to swear in if they wanted her to remove it...Also, I don't understand how "dots" are offensive yet a peach would be acceptable...
Long shot, perhaps your daughter just told you she was told that as she wanted a peach but thought you'd disapprove?
Yea, once you're sworn into the military, they've agreed to you as you are at that time. That's why they want to know of any pre-existing conditions. During Vietnam era, tattoos and scars were recorded to identify your body if necessary. And, as roundball said, as long as it isn't offensive when saluting, nobody will really notice it anyway. It used to be the way to get immediately discharged was to put something offensive that is visible when saluting. Now, you'll probably spend the rest of your enlistment in a nice prison if you do that. Otherwise, tattoo removal is relatively easy nowadays.
Sorry for the wrong word....peach as in peach color. She said if a tattoo of white/peach was placed on top of the current dots, it wouldn't be so noticable.
My Son did 4 years in the AF got his degree and has just joined the Army as an Officer. He says he has never seen so many tattoos in his life as he has since he joined the Army everyone has them.
Maybe the guy was just having a bad day and thought he would upset your Daughter.
The OP's were correct when they said there are many tattoos in the military. If the little dots are annoying, which a young woman in dress greens (IMO) shouldn't have tats on her hands. Take her to get them removed. Now a days, they are easier to get rid of.
My, how times have changed... When I enlisted back in the '70's the Air Force Times and every other military-oriented publication and forum was FILLED with letters from first-termer male troops complaining about not being able to grow their hair longer. "They would be singled out" "It would be hard to pick up chicks off base" and so on. Sigh, I guess the more things change, the more they stay the same...

The odd part about this is all non-offensive tattoos on the hands are allowed, roundball pointed out this reg...
Tattoos are 100% based on opinion...I personally do not like them on a girls arm, hand or neck...Most anywhere else I consider tolerable...That's just my opinion
