I drove up there a few weeks ago to pick up my daughter & noticed once i got to Milwaukee there was trash everywhere. Even my 8 year old said all they do is litter all the time up here lol

Clean is where public utilities do the cleaning. Expecting people not to throw garbage around is waste of energy.

I seemed pretty clean in Lake county, IL & Madison, WI, by comparison. I remember a few years ago i saw they had prison inmates picking up trash along the stretch of 20 between Rockford & Freeport. Couldn't Milwaukee implement prison labor to do the cleanup?

Let me put it another way - It's clean where authorities have money and desire to send crews to clean.

I have a feeling there's more to it than just that. Not every neighborhood is trash strewn. I think it has something to do with pride of ownership.
