What to do while in downtown Milwaukee?
I visited Milwaukee a few summers ago and the downtown area was pretty dead. I did however enjoy the water front park, it reminds me of Chicago's Lincoln Park except more scenic and forest preserve-ish; idk perhaps it is a forest preserve. I'm from Chicago, but sometimes I just want to get away... to another city for a few hours where things are on a smaller scale and still have a good time. Any suggestions?

Hit up a bar (they're what the city is known for, and they tend to be lively).
Visit the art museum.
Check out the shops.
Take a walk.
Although, with gas prices as they are, I wouldn't make a habit of driving up just to hang out for a few hours. That seems silly.

Summerfest starts next Thursday, it goes on for 11 days. Almost every weekend there's a festival at the lakefront or somewhere else. Downtown is pretty dead, go to the eastside instead, lots to do & see.

Alterra on the Lake (Lincoln Memorial Drive) is always a good spot. Depending on what you like, Summerfest is a good time - but I think its a bit overrated.

Fly a kite, rent a Segway and tour the third ward, take a cruise on the Edelweiss, have a fish fry at Lakefront brewery, enjoy one of the festivals going on, peruse old vinyl at Rush Mor in Bay View, dance at Mad Planet, go for a coffee at Fuel Cafe, play volleyball at Bradford beach, go on an historical architectural tour from Historic Milwaukee, etc.

People with an axe to grind are always talking poorly about the city. It's a city. Bad things can happen here as well as anywhere. The odds of bad things happening are actually very small compared to a lot of similar sized cities.

My husband and I are visiting in a little under two weeks!!! Anything we HAVE to do? And no, we're not drinkers and we don't have a ton of time to spend in the city- maybe a day, night and leave the next day. Also, any neighborhoods in the under $300k range that people recommend us to check out as possible transplants? Something like $250k?? Thanks!!!! We are sooooo excited!!!!

Depends on what you like... you can live fairly comfortable on that in the North Shore (Shorewood, Whitefish Bay) - a basic place, nothing too fancy. You can also go into the extreme suburbs and get a McMansion.
