any suburbs with a nice downtown?
I like a town with a central area with coffee shops etc. anything like that around Milwaukee?

Greendale pales to what it used to be like. Whitefish Bay is probably the best. Shorewood isn't bad. South Milwaukee takes a good third. Thiensville is also good. From there things go downhill steeply.

I live in Greendale - 2 blocks away from the central area - and I heartily agree with borisw's recommendation and respectfully disagree with NA's. I haven't lived in Greendale for 10+ years, so I don't know what it used to be like, but it is very nice right now and always very busy. Tons of nice shops, the Visitor Center, tourist groups coming through, good casual restaurants (Ferch's, Ricardo's Pizza - nearly legendary in the area, Harmony Inn The Village, etc.).
Go to: Discover Greendale, Wisconsin! - I think you'd like it there!
Otherwise, I do agree with all of the above suggestions:
Whitefish Bay, Shorewood, Thiensville, and Cedarburg all strike me. I would go:
1. WFB
2. Greendale
3. Cedarburg
4. Thiensville
5. Shorewood

where's the downtown in Tosa? If you mean north avenue that isn't a downtown of the kind that I'm talking about. North avenue is just a busy street that carries traffic through. But maybe you mean another area in Tosa.

Definitely Tosa, for the area around Harwood Ave.
Greendale is great, too, as are Whitefish Bay and Shorewood.
South Milwaukee's downtown is nice, but not as interesting.
Downtown West Allis (Greenfield Ave corridor) is fairly interesting, though it blends in with surrounding retail/commercial areas, so is not physically distinct.
Thiensville's downtown is okay, but very limited. Much of it is vacant.
Grafton's downtown is kind of nice, and is on the rise.
Waukesha's downtown has some interesting stores.
