If your wife is willing to go with your flow, and not make her own flow, then it looks like it's a done deal. A dense, urban environment can be a great place for kids to grow up.

I figure if we stay in Milwaukee and do raise our kids downtown it would be more east side IE: prospect avenue so they could walk across the Brady street bridge and play on the lakefront. Of course this wouldn't happen until they were older.

The only problem I see is that your wife doesn't agree, and you seem averse to compromise. I love the east side, I think there are many benefits to raising a family there and the drawbacks are fixable for the kids, but you seem to be saying above the 30th floor or nothing, and I personally would never have a highrise balcony and a small child. Just wouldn't.
So I think you need to work on empathizing with your wife and the mother of your future kids instead of labeling her a "don't doer" before you have a baby
But good luck!

I wouldn't hesitate to raise a family downtown and I think I can raise a family safely on the 30th floor with a balcony.

Well we have decided to go for it, we are looking to buy a condo downtown along the river with a boat slip. Wish us luck!
