Does anyone have any feedback on which type of energy plan works better for Wisconsin winters?

When we lived in WI used TOU for 15 years. Took some planning, but if no one home during week days, it worked quite well. According to WE Energies report, we saved approx 200-250/year. This involved relativley plainless compromises such as laundry on weekends or after nine and the house was cooler until then as well. That's why they make sweaters.

Of course there were those long dark days and nights were we would sometimes say screw it - turn the thermostat up, I need to feel warm!
