whos bright idea was this anyway?

Those developments off I-94 are a complete eyesore, and I realize it was intended to "revitalize the community" but who the hell wants to buy a property in a dicey area like that that lacks any character whatsoever? Naturally, as the properties fill in (rentals) and the townhomes and properties for sale sit vacant, the crime rate bounces back up. I considered riding my bike to the Sumner library a few times to study but judging by the frequent robberies just off the 700 block of Emerson North over the past few weeks, I think I'll pass.
